Jammu, November 14: Chief Secretary Atal Dulloo chaired a crucial meeting of the General Administration Department (GAD) to address the ongoing recruitment process overseen by the Services Selection Recruitment Board (SSRB). The primary focus of the meeting was to streamline the process and expedite the filling of nearly 3,300 vacant posts across various government departments.
Key Issues and Solutions:
The meeting highlighted several key issues hindering the recruitment process:
- Lack of Clear Recruitment Rules: Many departments have yet to finalize their recruitment rules, leading to delays in the advertisement and selection process.
- Pending Clarifications: Indenting departments have been slow in providing necessary clarifications to the SSRB regarding reservations, experience requirements, and technical qualifications.
- Legal Battles: Some posts are caught up in legal proceedings, further delaying the recruitment process.
To address these issues, the Chief Secretary took the following steps:
- Time-Bound Recruitment: He emphasized the importance of a time-bound recruitment process and asked the SSRB to create annual calendars to provide clarity to candidates.
- Clear Vacancy Referrals: Indenting departments were urged to refer vacancies with clear recruitment rules, reservation details, and other essential information.
- Swift Clarification Process: Departments were directed to promptly address clarifications sought by the SSRB to expedite the advertisement process.
- Updating Recruitment Rules: The ARI & Trainings Department was tasked with assisting departments in updating their recruitment rules.
- Streamlined Legal Process: The Law Department and the SSRB were asked to work together to make the clarification process more efficient for indenting departments.
SSRB’s Perspective:
Indu Kanwal Chib, Chairperson of the JKSSRB, provided an overview of the ongoing recruitment process and highlighted the challenges faced by the board. She mentioned that the board had sought clarifications from various departments regarding:
- Reservation Breakup: Horizontal and vertical reservation details.
- Recruitment Rule Updates: Availability and updation of recruitment rules.
- Institution Recognition: Recognition status of outside institutions.
- Experience Certificate Issuance: Competent authority for issuing experience certificates.
- Financial Concurrence: Mandatory financial approval for advertised posts.
Despite these challenges, the SSRB has made significant progress, having selected 22,624 candidates since 2019 and is in the process of finalizing selections for another 874 posts. A competitive examination for 4,921 posts is scheduled to be held in the coming weeks.
